Senate hearing on AARO's mission and budget

April 19, 2023 · Senate Armed Services Subcommittee on Emerging Threats and Capabilities

AARO's first director, Sean Kirkpatrick, gave the new office's first public account to Congress: most reports are ordinary, a few are not, and he would not close cases he could not defend.

Sen. Kirsten Gillibrand chaired the hearing, with Sen. Joni Ernst as ranking member. Dr. Sean Kirkpatrick had run the All-domain Anomaly Resolution Office since it opened in July 2022.

He told senators that most reports turned out to be balloons, drones, clutter or natural effects, and that only a very small share looked anomalous. He showed an unresolved video of an orb over the Middle East and explained that many cases simply lacked enough data to solve.

Kirkpatrick also said AARO had found no credible evidence of extraterrestrial activity or of technology beyond known physics. He left the post at the end of 2023.

Only a very small percentage of UAP reports display signatures that could reasonably be described as 'anomalous.'
