DCA ATCT reported an unidentified aerial phenomenon off the horizon at approximately FL300 or higher. The unknown phenomenon was 3 lights "flying around". The UAP was not observed on ATC facility radar system. No aircraft involved.

PRELIM INFO FROM FAA OPS: WASHINGTON, DC/UFO-UAP/1959E/NCRCC ADVISED FFX1, HELO, HEF - HEF, REPORTED AN UNIDENTIFIED AERIAL PHENOMENON FROM THE LEFT SIDE WHILE ORBITING AT 1,200 FEET 8 SW DCA. NO EVASIVE ACTION REPORTED. NCRCC NOTIFIED.

PCT reported a primary target at the DCA0100027, southeast bound, AADS shows np target. AMOC shows primary moving SE at 56 knots. DOD shows target SE at 10 knots. Continuing to observe. 2027 Appears to be 3 miles north of BWI, tower reports no joy. 2037 Primary target exited the SFRA at the DCA090030. No further action.

PCT reported a primary target near DAA moving north eastbound. Nothing observed on AADS or AMOSS. DOD also showed target but observed data fade. 1550 Target appeared at DCA220003. Helos in the area and DCA are looking for target. 1551 Pentagon Police advised that they picked up a UAS alert at Arlington Ridge Rd and Lynne St (DCA280001) All entities still looking. No visual verification.
